I don't know if you have seen this.  I don't recall it being discussed.

I've played Whisper Rock and thought it was very solid, tremendous greens with massive chipping areas.  There were a few gimmicks but its one of my favorite courses in Phoenix.  I've been waiting for his second course, I believe he was neck and neck with RTJ Jr. on Chambers Bay before losing out.

Whisper Rock was built with Gary Stephenson who was on Phils payroll.  I'm not sure if he was involved in this new course?

This project was announced earlier this year at the same time as TW's project in Dubai.

Mickelson-Stephenson was one team of three finalists for Chambers Bay (the others being RTJ2 and Tacoma-resident John Harbottle), but Lefty wasn't close to "neck-and-neck." It might have helped if he had actually appeared for the final interview rather than sending in a video feed from Scottsdale, where he was (I believe) playing in the FBR.

And he's not "an architect." "Designer" would be less inaccurate.

Isn't Phil involved with a big project in Cashiers or Highlands, NC ?  Someone made mention of this recently.

Wouldn't that be appropriate for almost all self proclaimed golf course "architects" - including the most famous ones?

Last I heard, Phil was teamed with Design Workshop out of Denver. Rick Wesselman, who worked for me for a while, is now in Denver with Design Workshop. I believe this is who is doing Phil's work.
