True if you work for a management company, like the guy who said this, and your "test" is the bottom line.

Not true for the art of golf course architecture.  Public perception is a part of the puzzle, but it's not THE test for me.

If the course was isolated such that it was "the only game in town" it wouldn't hold true.

If the golf course was in a highly competitive environment it MIGHT hold true.

Pricing and other facets could influence utilization rather than architectural merit.

I would like to see how golfer who has not been fortunate enough to play some of the "great" course would perceive Pine Valley.

If he added the qualification "all other things being equal" I think he's spot on.  I fail to see how you can call a course a success if golfers hate to play it.  

Pricing and location play into it, but only to the extent that it determines what you are compared against.  If you are $450 a round, then the architecture better be as good as Pebble Beach.  If you are $10 a round, the standard is lower.

The true test of any salesman is how much of a given product he can sell!  Doesn't matter if its rubber dog poo from china, fine wine, or ral estate.  IMHO the true test of any golf course is how well it evokes emotion from its visitors and how much they can't help to share that experience with their friends.

The public HAS perceived Pine Valley well.  The people who have played it want to play again.  They've told their friends.  And their friends want to play, including me.

I am not sure that the "public" has perceived PV.  The guys who play PV are not the typical muni player.  My guess is that they would perceive it unfair and unkempt.
