Removing Rocks Unrelated to Shot from Bunkers?

Yesterday a buddy told me during a match that the USGA enacted a rule, permitted for a local rule whereby it is allowed to remove rocks (not grains of sand) from bunkers if they will not affect the shot.   Obviously, the removal is before playing the shot.  

Is there such a rule and, if so, what is it exactly?  It seems to me that moving rocks unrelated to the shot in a bunker is like giving someone ice in winter anyway.

So...what do you do with the rocks?
Put them in your pocket?
Or...throw them in the grass to dull those pesky mowers?  

I like the "rock rule", and think there should be a "root rule" too.

It is a PROVISION for a local rule which is to be enacted in accordance with RULE 24-1.

There is actually a ruling which prohibits the establishment of a "root rule" as a root is not an unnatural condition and as it is not in a hazard, the players option is to take relief by declaring the ball unplayable.
