It certainly did require chipping and putting, as well as sand recoveries.  To my knowledge it was not built.  It almost seems to small given some of the requirements.

If you look in that picture of our facility, you will see on the right hand side, a chipping and putting course (inside the fence).  Joe Sindelar (the father of tour player Joey Sindelar) designed and helped build this for our facility.  It is all artifical turf (needs to be for this kind of facility).  It is pretty clever and very much along the lines of what Flynn laid out long ago.
