this answer's not entirely in keeping with the spirit of your question, but:
There's a modest little course in cottage country here, about 6,000 yards (at most) of fairly wide-open and shaggy fairways, with no fairway bunkers/hazards or water at all to speak of, an $18 for 9 holes kind of course, but:
every single green is small and pushed-up and almost completely and closely surrounded by bunkers that are more hard-packed dirt than sand.
If you meant 'best defense' against decent scoring, this little baby does the trick.
