Berwick/Prestwick/Westward Ho!

The pictures of North Berwick sent me looking for a line from Finegan's "All Courses Great and Small."

Here it is, writing of Westward Ho!:

"No other outstanding layout in Britain and Ireland, with the exceptions of Prestwick and North Berwick, is such a monument to golf as it was played well over a century ago."

Why not TOC?

That aside, do you think he has it right?

What very few other "outstanding" layouts might fit into that mix?

I'm tempted to nominate Brora, but I put the course half a notch below outstanding.
