I don't know why you'd need to, or want to, build six courses.  That's quite an investment, plus the volume might negate the uniqueness of any one of the courses.  It seems like a development with 2 or maybe 3 courses might be more sensible.  Even Bandon, I think, has to be concerned that adding 1 or 2 more courses might dilute the value of what's there now.  They seem to be going about it the right way though--adding new courses over time and being careful about which architects are chosen (not based on marketability, I might add).

No. Yes.

It seems to work for outlet malls. I don't see why it shouldn't work for golf courses.

Except, of course, that you're talking about Nebraska. When your state is best-known for its unicameral legislature, you've got fairly serious tourism obstacles to surmount.
