Could this be one of those munis with an impossible union contract where the superintendent (AFCSME) can't even issue guidelines to the mowers (Teamsters), irrigation guys (Plumbers union) or burger chefs (Culinary Artistes of America) without going through arbitration?

Otherwise, I'd say write the guy up and publicize the mess.

Yes they have the union thing going with the super and the workers.
