Putting the Municipality back in the Muni

Warminster Township in PA runs Five Ponds Golf Club (where I learned the game). The staff is on the township payroll and the club falls under the Department of Parks and Recreation's Golf Committee, which is open to the public to join and attend meetings.

I've often thought of this but have no idea as to how to go about it, and reading the Cobb's Creek thread got me thinking: I'd like to join the commitee as an architectural consultant of some form. Five Ponds is known (infamous, depending on your taste) for being fairly wide open, and in the 8 years I've been playing trees have been planted frequently, and in my opinion, very haphazardly (some bunkers are now surrounded by, or block by trees on both ends). Various irrigation systems have gone unused or overused and a number of other small thigns have happened.

What's the best way to ease into this bureaucracy and actually get some changes effected? I'll fall short of preparing a master plan, but that would be ideal, especially since the course itself isn't all bad and just needs some minor touches to be premier, in the Philly Public Golf realm, at least.  

Has anyone had any similar experiences with a muni?

Is there a township golf advisory committee?

Who is actually in charge of the course- the Board of Commissioners or Recreation Department?

Those would be my starting points.

Yes to the first question.

And the Parks and Rec department manages the course. Not sure what, if any, power the supervisors have over the course directly, though I could ask one of the supervisors I know.

Please, if you really want to help, and be effective, do your homework so you understand the issues and challenges faced by those who care for the course. Chances are, lots of the problems are a result of those who were "trying to help". More then likely the best battle you could fight would be to increase the maint. budget and decrease the amount of advice and direction the supt. receives from those not formally trained in agronomy or golf course architecture.
