Sand can be pumped anywhere, usually wet. But a truck can only hold about 25-tons (dry) — so I'm not sure this is efficient. I suppose if you had terribly rough grades — but usually that is not the case as bunkers reside along fairways of more level ground.
In Hawaii it is not uncommon for sand to be off-loaded from barges by pumps. I recall a pile that had been ordered from Australia for Waikaloa. The economy halted construction and it sat there for years. When I last saw it nearly 1/2 of the $3 million pile had blown away!
