I counted 19 blind shots at Tobacco Road. Not a horrible course excepting that the blind tee shot on 16 could kill someone in the group ahead.

19 blind shots?  Are you counting shots that were off the fairway in the waste areas?  

2nd shot on #1
Tee shot on #2 (somewhat)
Tee shot on #7
Approach on #9 (can't see the ball land on green...not really blind)
Approach on #12 (can't see the ball land on green...not really blind)
Approach on #13 (not blind if pin is between dunes) ;)
Tee Shot on #15
Tee Shot on #16 (but you can see approx. landing area)
Tee Shot on #18

Where are you couting the other 10 blind shots?  I agree that a bell could be useful on #1, #7 (isn't there a bell there?), #15-16, #18 (think there is a bell there)

There are potentially three blind shots on the first hole. Perhaps I was overestimating but my point is that the course with a goodly number of blind shots can still be a pretty good venue.
