The difference maybe the quirky hole requiring a more imaginative approach or an unusual alternative startegy or a golf shot not often faced (and perhaps an extreme punishment, although not necessarily).
All the golf holes that MikeC mentioned require mechanical skill, but they also require additional thought because they present an unusual (quirky) circumstance. Golf courses that require more than just mechanical skill, that make you think and use your imagination, that are unpredicatable, and that throw an occasional quirky or unusual puzzle at you along the way are fun.
